Project to Build a Pavilion on the Recreation Ground at Westhouses.

The project to build a pavilion on the recreation ground in Westhouses is a completely separate project to the one to rebuild the community centre in Blackwell.


There is a small amount of money in the budget to start the process, and from there, funding will be sought for the project itself.

What is happening now?


1) The deeds to the Recreation Ground have been checked over by the legal department at Bolsover District Council, and they have confirmed that Blackwell Parish Council are in a position to make a decision to erect a pavilion, subject to planning permission, as long as the Parish Council are doing this in connection with the use of land as a public open space.


2) Investigations are being made into whether there are any other associated pockets of land that are owned by the Parish Council that could also be used.


3) Contact has been made with the Football Foundation who referred the Council to Derbyshire FA as a starting point. Derbyshire FA were then contacted, and they sent out guidance on what they would look for in a purpose built Pavilion. They also confirmed that they won't cover the full cost of the project but recommended contacting Sport England. Sport England recommended Crowdfunding. The Jubilee fund is not suitable. Other options are being researched and considered.


4) A survey has been created, and Councillor Pell and Councillor Bullock have been visiting households in Westhouses to talk to residents and guage opinions. This has been a useful process that is still ongoing as the Councillors aim to speak to as many residents as possible.


What happens next?


Once relevant pots of funding have been established, the Council will work with the Derbyshire FA to provide the information they need to apply for a grant with the Football Foundation.


The survey results from the residents of Westhouses will be compiled when completed . The views and comments from this will be taken into consideration going forward.
